In continuation of the Budget 2018 debate, Manpower Minister Mr. Lim Swee Say laid out the Ministry of Manpower’s (MOM) plans to strengthen local-foreign workforce synergy in his Committee of Supply Speech on March 5, 2018. This includes several changes to the Foreign Manpower Policy such as the broadening of the Fair Consideration Framework (FCF) requirement and an increase in the minimum qualifying salary for S Passes.
The increased coverage of the FCF requirement will take effect from July 1, 2018. However, the changes in the minimum qualifying salary for S Passes will be raised over two phases, from S$2,200 to S$2,300 with effect from January 1, 2019, and from S$2,300 to S$2,400 with effect from January 1, 2020.
